That is exactly what I thought - 1/6 of a second at ISO 800 - shot either at night or with ND-Filter turned on.
Handheld this can not get you a sharp image .
No need for tripod though, just make sure, that the ND filter is turned off and you should get "regular" ISO and speed .....
