D300 and built-in flash

I was using my SB-910 to add a little bit of fill-flash to some head and shoulder shots i was taking outdoors using the TTL BL FP setting on the flash and the D300 set to aperture priority. If i took a series of photos and the speedlight was unable to keep pace, the camera would nevertheless take the photo when i pressed the shutter. For fun, i thought i would take a few photos just using the built-in flash. However, when taking the photos the shutter would not release if the built-in flash had not recharged. Why is this? I rarely use the built-in flash so don't have much experience with it.

Thanks in advance.
