I was mostly listing lenses I own, and I don't really consider 11mm as making the cut... but yes, I think that is the fastest of the APS-C (or FF) ultrawide zooms, and by all accounts it isn't bad. I think it's a little pricey for such a limited focal range, but you pay for the aperture....

As to f/2.8 not being bright enough on UWA, yes - this is true

To get serious bokeh on APS-C at these focal lengths with non-macro subjects, we'd need f/1 and probably faster. Retrofocus and zoom don't really allow for that with good IQ using cheap technologies. There are various ways to fake it, most rely heavily on computational processing....
