Oracle provide a free database - Express Edition (XE) and a free wizard-driven development tool - Application Express (APEX).

This is almost certainly the best framework - but there's quite a learning curve. Better than Access, but still non-trivial.

To the OP if you've never heard of 3rd normal form, indexes, constraints or triggers, don't start "thinking you can". It's a waste of your time. You are a photographer, not a database designer and programmer.
