When to downsize HX20 18MP pics

Reading these forums there's a lot of discussion on high pixel count tiny sensors creating in general noisy pictures and thus I understand more is clearly not better i.e a lower pixel count with less noise may produce a better picture.

However what I don't understand is the discussion on dowsizing the pics can improve the picture quality, surely once the noise is there downsizing can't remove it or can it? Or am I misunderstanding when the downsizing is done, is the noise reduced by setting the camera to take lower res pictures in the first place rather than downsizing afterwards?

NB: I'm not interested in reducing file sizes and I don't crop pics so all I'm interested in is what is best for picture quality.
