I own both EF-S 15-85 and EF-S 17-55/2.8. Great lenses both of them, but as the "casual photographer" you describe yourself at I would definitely go for the 15-85. It's more versatile with the range and not as big and heavy as the 17-55/2.8. EF-S 15-85 is the perfect walk-around lens in my opinion.

I also have the EF 70-300mm f/4-5.6 IS USM, but just purchased the Canon EF-S 55-250mm f/4.0-5.6 IS II because I got tired of the firsts size and heavy weight. EF-S 55-250mm is probably not the best lens around, but it's a hole lot more practical to carry around than the EF 70-300mm. I won't conclude to much about the 55-250 yet, because I just got it yesterday. But people says it's good value for the money.
