For example, beginning this year all public schools in Russia have to teach "Foundations of religion" in the fourth grade. Pussy Riot were prominently protesting joining of the church and state in their lyrics.

you forgot to tell that parents can select just one out several options there for their kids - including "secular ethics" if you are not comfortable w/ other options like Russian Orthodoxy, Islam, Judaism and Buddhism and the last option is something like - foundations of religion cultures of the world...

Firstly, they can select the option if the school has the teacher for it, which many schools outside of big cities don't.

Second, the textbooks have been condemned for their preaching and missionary tone.

One also has to consider peer pressure in taking these classes: splitting the class according to faith (or atheism) and creed is dangerous because of the cliquish atmosphere that it can create. "Separate but equal" didn't work anywhere. Moreover, "The Third Wave" experiment ( http://en.wikipedia.org/wiki/The_Third_Wave ) showed quite well how peer pressure spins out of control even in a seemingly democratic community.
