Nearly all the formats of digital photography currently in use are ones which would have been classified as "subminiature" in the days of film. Note, subminiature is another word for "totally non-viable" in film image quality terms. The advent of digital reversed this situation; digital subminiature formats now dominate, and do so on quality grounds.

Digital subminiature formats smaller than APS-C certainly "dominate". But just as certainly, they do not do so on quality grounds.

The dominance of compacts and cell phone cameras has to do with camera size, camera cost, and ease of operation by an unskilled user at the expense of quality .
