People tend to underestimate

just how bright the moon is.

At ISO 800 your exposure will be around 1/125 @5.6 - which will pick up almost nothing in the clouds.

Most images where you see a correctly exposed moon AND correctly exposed environment eg a cityscape, will be a composite of 2 separate exposures.

If you dont want to go that way then you have to decide what your subject is; the moon or the clouds? If its the latter, better to go the way of zabatman and have the moon partially obscured.
