Nikkor AF-S DX 16-85mm f/3.5-5.6G ED VR + ND Grads

Hi Guys,

Last Fall I took some shots with my Nikkor AF-S DX 16-85mm f/3.5-5.6G ED VR at 16mm on my D7000 with a Hi-Tech 2/stop ND grad and noticed that the top of the shot was softer that expected. (Along the top of the hills on the right).

1/8 @ f/11 ISO 100, Tripod, MUP

Thinking it was the plastic ND Grad filter, I invested in a nice Singh-Ray version and recently tested that also at 16mm, and it too was frustratingly soft on the top.... This was a long 20 second exposure but on a very solid Dutch Hill CF tripod that is a beast. I used MUP and a remote to trigger the shutter.

The Nikkor AF-S DX 16-85mm f/3.5-5.6G ED VR seems to be fine without the ND Grad.

Any suggestions as to how to avoid the softness? Or is it really the combination of the lens and ANY ND Grad at 16mm....? Has anyone else seen this softness with the Nikkor AF-S DX 16-85mm f/3.5-5.6G ED VR with a ND Grad? It seems to be a rather nice lens otherwise.
