Flash will work in "backlit" situations where the subject is within flash range and the back-lighting is not in range. Then when the flash fires, it can only illuminate the subjects within flash range but not the backlit scene.

In the example posted, the over exposed white carriage that the kids are riding is closer than the kids inside. Using flash would have even more affect on the carriage than the kids. I don't see any way to control the flash so it only illuminates the kids. I doubt that using flash would work in this instance.
