Camera or lens upgrade?

I have a D90 with the 18-105 and 50 f/1.8.

I would like to upgrade for the best possible IQ, ideally with a fixed focal length. I could swing a new D7000 but not the body plus a new lens.

I've found 75-80% of my keeper images are in the 24-40mm range, mostly static still life, urban scenes (not people), close up (not macro) and mostly B&W conversions.

So I can't decide if it's better to move up to the D7000 and keep the lenses, or, to stay with the D90, trade-in the zoom and put the money in a better lens. It's complicated by needing VR to offset growing age tremor.
