That comment makes no sense. A properly designed camera will have a rotation sensor, which is used when taking the image, and also when viewing it. If you take a photo with the camera in portrait mode (camera at 90 degrees), and view it in landscape mode (camera in normal orientation), it would be smaller- a vertical portrait rectangle inside the landscape. Rotate the camera while you are viewing to portrait mode (i.e. at 90 degrees to "normal" same as the way it was taken) and it should fill the whole screen again.
