The shortest travel tripod you can get is a gitzo GT-1550T and that's 14" collapsed. But it can only support 2kg, and your proposed kit is 1.5kg, which is too little breathing room for a lens like the 70-200L (I assume you're talking about the f4, not the f2.8).

A slight correction for the Gitzo GT1550t. The included Gitzo head, GM1077, is rated at 2 kg, but the legs are rated at 4.5 kg (9.9 lbs). I bought a used tripod and head for around $450 and replaced the head with a RRS BH-25. The entire rig folds to 14 inches, weighs just 1.08 kg (2.37 lbs), and holds my Canon 550D + 70-200mm f/4 solidly and my 5D II + 17-40mm f/4 well enough.

The BH-25 head is rated at 4 kg (8.8lbs). The bottom leg section is very thin, but the tripod is a surprising good compromise between weight, size, and height, and strength.

The tripod is amazingly transportable.

PS the viewfinder will be at about 62 inches when center column is extended.
