It's a myth that the 5D2 wins on landscapes. Unless you plan on buying one or more T/S lenses, there is no real reason to go with the 5D2 for landscapes and no real IQ difference at low to mid ISO. In fact, under certain budget scenarios you might end up with worse IQ on the 5D2 because UWA lenses are easier to manufacture for crop. A $700 Tokina 11-16 f/2.8 matches a $1,600 Canon 16-35 f/2.8L II. If your budget forces you to the 17-40L on FF, then you end up with worse IQ.

Myth or Science? Let's not take blah you said vs blah I said but check a well respected very creditable third party independent tests from DXO lab.

Too bad, they have not tested 17-40L but I used inferior kit lens 24-105L instead. 17-40L is only better. As a matter of fact, any FF lenses that can be used on both 5D2 and 7D perform better on 5D2 (even on very old 5D) that DXO lab results confirm that. A FF lens work better on 5D2 than a comparable EF-S on 7D such as 24-105L on 5D2 vs 17-55/2.8 IS or 15-85 IS on 7D.

RESOLUTION

Tokina ATX 11-16, 48lp/mm on 7D vs 24-105L on 5D2, 59lp/mm. 17-40L will win further, no comparison.

Now let's check from another angle, lens performance from edge to edge. I guess you can recognize the colors ;). In center areas, 5D2 combo outresolves 7D gear hands down while still better in edges.

FF 5D2 wins easily in natural sharpness, smooth color rendition and DR (especially highlight clipping) and high ISOs. I know because I own both 5D2 and 60D (that shares the same sensor as in 550 and 7D) and I use them extensively. APS-C only advantage is extra effective reach that you unable to move close or don't have long enough lens. 7D is faster but this is not OP really needed based on his description.
