Try these

1. When you plug in a USB device before starting parallels it will stay connected to the Mac so it may not appear in windows. . Sometimes even if parallels is running, plugging in a USB device sometimes doesn't register with parallels or windows. Plugging and replugging the device may work but You can force parallels to connect to the camera by selecting the USB connection button near the bottom right of the parallels window.

2. Make sure that your camera's USB is plugged into the computer's USB port rather than a keyboard or hub.
