Your ISO was far too high, for sunny outdoor conditions. A shutter speed of 1/1000 would stop action, unless it is at a very close distance. Then depending on the speed of an object, still can be more than you need.

In manual you still have an exposure meter; take a reading, and preset your camera from the sky. Then use about 1/3 to 2/3 negative exposure compensation. At a beach, you could even get a pretty close preset off of the sand.

Don't ever just guess at an exposure, use your meter that's what its there for. If you are still unsure, you can always bracket your exposures; well most of the time that is.
