Neither is really "better," just different.

Different horses for different courses, as they say.

Same applies for the 14mm, which is also a pretty good lens, and its small too. That and the 25mm is perhaps a better value / performance than a 12mm with the 20mm. Add the 45mm and the coverage is pretty good.
