Simple question: How do I print a small image at a larger size?

When I have an outside service print a photograph (say 8” x 10”), I crop the desired shot (with Photoshop Elements) to 8” x 10”. Then I order an 8” x 10” print. This technique works well for photographs that are SMALLER than my camera’s maximum size (14.30” x 9.50” at 300 dpi.)

Now I want to print that same, cropped 8” x 10” image at a LARGER size (say 16” x 20”). Here are my questions:

Do I simply order a 16” x 20” print and let the outside service “enlarge” the image to fit the paper?

Do I use Photoshop Elements to “enlarge” the image? If so, how is this done?

Will the image quality suffer greatly?
