What do you think they mean?

Common mistake

When the scanned photos were published to to an organization there was a requirement for 300dpi scanning . So, the photo had the correct resolution and it was correctly printed for the competition (or whatever).

Ofcourse for a native digital image that requirement does not make any sense. As a previous poster said they simply don't know what they are talking about.
