Exposure Value

When an mage is posted to this site the EXIF data will usually say for example: 85mm, f/5.6, 1/250, ISO 200, EV -1. Does the "EV -1" refer to the exposure compensation reduced by 1 stop? Why is it necessary to provide the EV-1 instead of the actual new Focal lenth, aperature opening, shutter speed and ISO stopped down by the equivalent of -1 EV using one or a combination of the 3? In AV Mode the shutter speed and ISO will change to obtain proper exposure at a given f/stop, what happens to each of the 3 items if you dial in a -1 exposure compensation, and is this the "EV -1" in the EXIF data?
