Your statistics is a bit strange, sorry. A sample of 10 or 22 is too samll to indicate anything, you know that, you know how to compute the margin of error for 95% interval of confidence, for example, it's not that good.

I still don't see how any of this is relevant because you cannot draw any statistical conclusions from any of this information. While one person may see 50% defective cameras, another sees 0% defective cameras from a similar sampling size. How is one more valid than another?

Statistical analysis can help you. You can apply the F-test to the two samples. Or simply sum the two samples: 12 + 10 specimens = 22 cameras, with 6 defective units ... It's still a lot. I hope this explanation made it clearer.
