The concept of statistical significance, or confidence in the Fisher's analysis, is a bit more sophisticated. Even for a small sample the Ki-squared formula tells us that it is very unlikely that 50% of a sample is defective, if defects on the whole are near to 0. For 0 defects the probability of this occurrence is in fact 0.

So from a purely statistical point of view, 6 out of 12 means that probably a lot of cameras have issues, and Thomas is right.
