Actually, no, DA means "Optimized For Digital"; and most DA lenses longer than 30mm cover a 35mm frame. You seem very confused as to how a lens covers a frame ... and it has absolutely no relation to IBIS. You are speculating about lenses you've never seen or used.

"DA" officially only cover APSC sensor, and even though there might be some DA lenses that work on FF film cameras (but probably won't with a DSLR with IBIS), officially DA stands for APSC.
