This doesn't sound correct to me. Noise has to do with heat in the sensor, and gain applied to it to try to boost a low power signal. I don't see where in-focus or out-of-focus is going to make any difference here, since the sensor doesn't "know" anything about focus.

The JPEG algorithm, on the other hand, which is lossy, probably becomes more lossy in areas of low contrast. I would expect that a lot of JPEG compression is achieved by lumping together swathes that don't seem to have much information (detail/contrast).

look at any of the out of focus areas, they're hugely noisey. (which is often where noise will present itself)
