60D has pentaprism, the control wheel, top lcd and custom mode. These things might not look important for many. Many people won't notice the differences when looking at specs. But for experienced/advanced users these are often the most important. Clearly the big difference between 650D and 60D is the target group (And it has always been the big difference between the xxD and xxxD lines, even though the target group for xxD was lowered a bit with the introduction of 60D and 7D).
