Moore's law was only about the number of transistor you could fit in the same space at relatively the same cost. Also, it is not a real law, it's just something he said that turned out to be pretty much true for many years and is not anymore. Mainly because number of transistors do not = more computing power, many other factor contribute to that.

But yeah, sensor efficiency does increase as technological advance are made and therefore comparing a FF sensor from 3 years ago with a m43 sensor of today is not a good comparison indeed.
