This could very well be the case. But I don't remember seeing such a design so far, and whether Canon would go for an unconventional pop-up flash design just to accommodate tilt-shift users is unknown of course.

what may appear to be unconventional to SLR is not at all unconventional for non-SLRs, all EVIL cameras that have no EVF, like GF series or NEX series, put flash on the right or left side of the shoulder. a large OVF SLR can do the same, under the shoulder LCD (so when it pops out LCD is on its top) or under the mode knob.
