Define "Best", if best is price/performance that's different from outright image quality cost not included.

If you're just scanning to put them on the web I was impressed by this:

Basically:

  • Use any old scanner (better quality scanner the better results obviously)

  • Put negative on bed

  • Put tracing paper or some diffusing material over it

  • Crank up the brightness of your cellphone/tablet PC

  • hit scan

  • invert the photo in photoshop/gimp/photoeditor

Flatbed scanners that have negative scanning capabilities pretty much do this for you, but if you already have a scanner kicking around, give it a go.
