This "more noise needed" argument was very valid in the days of 3 and 4 MP cameras and trying to print too large. The prints definitely needed noise to mask the lack of detail. Made it look more like 35mm film stretched too far, much easier on the eyes with noise than without noise.

Now with more MP in most cameras the situation does not really arise as the print size to have the same lack of noise effect is getting silly large.

To see what I'm taking about experimenters need to print a crop at say 100 to 150 camera pixels per inch of print and see how bad the "detail" looks without that softening effect of noise. It mostly looks like over-active noise removal at work where the plastic look prevails.
