20x30 inch JPEG issues

Here is my solution

Indeed there is nothing to do with JPEG or TIFT, your camera is not capable of producing 20x30 prints, you can print this size easily with Nikon D3X or D800 even if you shoot JPEG only, in your case, if you have a properly focused and exposed RAW,and low ISO, don't sharpen anything until you upsize it, then mask the sky, inverse the selection, and apply sharpness to the rest of the picture except the sky.

What you are talking about is not JPEG artifact, it is a noise that looks worse in the sky, and you enlarged it to a very visible degree, even at the lowest ISO, this is a very well known problem for people that print very large sizes.
