Normally I would pick better glass over a new camera everytime. But in your particular case you might really benefit from the new / better features of a 7D.

I own one and for the types of photography that you describe it's a lot better than a 40D. Don't listen to the people above saying IS is better because for your type of photography it's simply not true. The 7D's better high ISO for faster shutter speeds and better AF will really help. The only thing I can't judge is how good / bad the AF speed of your current lens is. If that is really poor the 7D will bring you less...
