Can you confirm two things for me?

I've been trying to cement my understanding of my DSLR's metering modes, and there are two questions I have.

1.) When my DSLR meters a scene (for the sake of this question, let's say it's in Evaluative Mode), is it essentially trying to expose the scene for a middle gray, as if all the highlights, midtones, and shadows were averaged out? Similar to as if you took all the different tones of paint from a painting and blended them together?

2.) When I shoot in Manual Mode, I'm obviously in control of the exposure. However, when I press the shutter button down halfway in Manual, oftentimes my exposure level indicator will blink a stop above or below the center. Is this the meter still giving me its opinion of the scene, even though I'm in manual?

I think I've grasped it, but a quick confirmation (or contradiction) of my understanding would surely be appreciated!
