I've tried both on a D700 and preferred the 17~35. I thought it would be a case of deciding between the extra stop or VR, but actually I had a slight preference for the IQ and liked the build quality too. I had hoped the 16~35 would be smaller but if anything it was a bit bigger, though it was a bit lighter.

If you feel the need for VR I wouldn't argue if you decided to make the switch, but personally I find I can hand-hold wide lenses at slow-ish speeds anyway and at other times I am happy to use a tripod. With the high ISO performance of the D700 it is very rare that I have missed having VR in this range. I find it to be more useful in my 24~120 and I wouldn't be without it in the 70~200 range.
