I like this one better than the other. The motion in the water does nice things to the reflection, breaking up what I feel is a slightly too-strong symmetry. Her expression here is better, more powerful and evocative, and she's more engaged with the photographer (and thus the viewer).
I also find Kate 1 a little creepy, the head-on-a-table feeling the other poster alluded to
Nice handling of the lighting and tonal range etc, but the technical stuff doesn't jump out at me (that's good) while the composition and model's eye-contact do (that's also good).
I stand for strong composition and meaningful images.
