The Cokin circular polariser rotates independently within the Cokin mount so there's no need to rotate the mount itself (meaning you you should be able to use graduated ND filters in the same holder). But ...

Cokin ND filters are reviewed very poorly, so if you can afford better, it seems it would be money well spent. I'm currently exploring alternatives for the Cokin A system; however, it seems the best solution is likely to be cut-down Hitech P-compatible filters, as I can't find any other manufacture that makes ND grads. for the A-system. (Cokin have told me that P-system filters have the same depth as the A filters, so, if cut to the correct width, they should fit.
