It's an artifact of the US Constitution which provides significant autonomy to the states allowing them to set levels of sales tax rates independently, yet at the same time imposes a limit on the states so they cannot restrict interstate commerce through tariffs etc. This autonomy has its up and down sides, but ultimately it is a positive.

Eventually some means to equalize things will get worked out as internet commerce becomes and increasing percentage of overall economic activity.

There are various bills under consideration in Congress now. Clearly as this is an election year it won't happen this year.
