Developing vs. Editing RAW files

I've seen several posts where people refer to "developing" and "editing" RAW files. I'm not sure I know what the difference is.

I have edited RAW files in Photoshop. But I've read that programs such as Silkypix only "develop" RAW files.

I just purchased a GH2, and found that I cannot process my RAW files in either my old Photoshop CS2 or my old Photoshop Elements 8.0. I do not want to purchase any new software right now. So how can I edit my RAW files?

I also have Silkypix 3.1 and Lightroom 3.6. I haven't installed the Silky pix yet and don't know how to use Lightroom yet. Will Lightroom support my GH2 RAW files?

I'd appreciate any help anyone can give me.
