Panasonic going IBIS would allow them to develop software so that both their OIS and their IBIS worked at the same time. Hence a 3 stop OIS lens might be boosted with Panasonic IBIS working in tandem, to 5 - 6 stops. And perhaps to, a GH-4 might not need a steady cam to give the same video performance.

And if they allowed Oly to develop such software, then Panasonic would sell a lot more lenses?
