Another vote for FastStone Image Viewer

You don't even have to view the image, select the thumbnail and press "i" (for "information).

And you get so much more than just a quick way to view Exif. You can use it to organize and view your photos, you can program it to download photos from your camera, the window that displays the Exif info has a number of tabs, one of which gives you a histogram, you can quickly put two different versions of the same image side by side to compare them, you can program it to bring up an image in an editor with a single key stroke, you can configure different keys for different editors, and it has a lot of editing features of its own. You can also use is as an interface for your scanner, email images, blah-blah-blah. Obviously I LOVE this sofware... and yes, it's free!
