Polarizing filter vs. light pollution
I suppose it doesn't hurt to experiment, but my guess would be that it probably would not help. The light pollution is coming from a very wide angle, so I would not expect the light reflected back from atmospheric particles to be polarized in the same plane the way light directly from the sun or from the full moon is.
