The wide range of opinions about the 17-40L might be related to the timing of the product...

The 17-40L made its debut just after the Canon 10D. The 10D predates the "EFs" mount, so the 17-40L was a godsend at the time. The 16-35 f/2.8L (mark I) was twice the cost, substantially heavier, and only somewhat better. Stopped down for landscape photography on a 1.6x crop, 6 megapixel camera body, the 16-35's advantages were even less.

Nowadays, though, the 17-40L competes with EFs lenses on the crop bodies. The EFs format is physically better for making wide angle lenses with limited projection size. When the 17-40L is used on FF bodies it is competing with newer Canon lenses, higher expectations, and that amazing beast from Nikon.
