Raw ISO (that dxomark measures) does not have much to do with jpeg ISO. Even if two cameras have same dxo ISO, they can give photos with different output brightness as well as their meters can choose different exposure parameters for the same scene.

And yes, all IR (and dpreview) tests are flawed, they do not test cameras at same exposure in principle. They just either rely on the in camera meter (IR), or change exposure to compensate for difference in brightness (dpreview and IR).
