Best baby photo: Olympus 45mm f1.8 or Panasonic 20mmf1.7

for babies: the 20/1.7, easy

I own all three (both lenses and a baby...), and the 20/1.7 is best (after the baby). The reason is because of shooting indoor as others stated, but also mainly because when you take pictures of a baby you need to interact with him quite closely to get his attention, or shoot from above, etc, and that is not possible with the 45/1.8 which requires you to step back quite a bit.

Of course the 45/1.8 is the better portrait lens and is definitly worth it, but for babies the 20/1.7 is really more usefull, too bad for the distortion. Anyway the perspective distortion is not as bad as people would have you believe, it is not a wide angle, it just is not as pleasing as a portrait lens.

Or course having both is really the best as they compliment themselves very well, but if you cannopt have both, get the 20/1.7 first (also it is more versatile in general). Do not count on a zoom lens as you will preferably avoid flashes when you can for a baby indoor, even bouncing (the flash...).
