It has more to do with a high shutter speed than high ISO. It is just more difficult to properly test lower ISOs at a high shutter speed (1/4000).

Why not? IR's analysis points to a kind of faint residual "post-exposure" with a very brief and constant duration. The higher the signal amplification (ISO) and the faster the shutterspeed, the more significative this parasite exposure becomes relative to the "real" exposure.
