Well, shutter speed and aperture are likely assumed to be accurate in a given camera, so that leaves ISO as the part of the triad in question. If ISO has been shown to be accurate to a certain standard as DPR does then, yes, you can compare a given aperture/shutter/iso combinations between cameras even under different lighting conditions because you have shown that all 3 parts confirm to a standard. So if your lighting is brighter this time, you can adjust the shutter and still have some assurance that the ISO comparison is still valid.
