As answered before, no, this cannot be turned off. This "aperture dance" serves for precise live view.

2. Is there a way to substantially reduce the LCD blackout in single-shot mode? It takes 3 seconds (!) after the shot is taken for the camera to write the file and for me to get shooting ability back. On the GRD III it's around a second (still annoying), but I never expected it to be this high. Have I mislaid some setting?

Go to Menu > > Setup > > LCD Confirmation Time and set it to OFF. Eventually, half pressing the shutter button skips the preview and allows you to take another photo without waiting for anything. Hope this helps?
