A decent way to downsize in Photoshop is to use Bicubic Sharper.

It can be a bit coarse though. I prefer to use Bicubic with a sharpened original size layer, then add a sharpened output sized layer and tweak them to get the file to look good. If I'm being especially particular due to some underexposure issues (sometimes unavoidable due to the scene's DR), then I apply a mask to the sharpening layers to avoid sharpening OOF areas or skies where noise becomes more noticeable when sharpened.

Agree. Exactly my resizing / sharpening approach. I also think bicubic sharper looks coarse. I downsize in in no more than in 50% steps.
