From what I can tell, all workshops emphasize early and late shooting for drama, so-called "golden light," etc. So that type of itinerary should not deter you.

Photography always starts with what you see, and you can 'see' something any time of day. You can always pick up tips about how to maximize picture quality on cloudy days, in the rain, at noon with overhead harsh light, etc. So take what the time and place present to you............
