Does the 18-55's stabilization matter at 18mm?

In many recent threads about the lack of stabilization in the Zeiss 24, I've read that stabilization isn't really beneficial at shorter focal lengths, such as 24mm.

Does this then mean that for the kit 18-55, stabilization isn't really doing anything at 18mm?

I ask because in other conversations comparing the 16mm to the 18-55, I've often seen something like "the 16mm is faster, but the 18-55mm has OS."

Would a correct response be "yes, 18-55mm has OS, but OS won't help at 18mm -- OS only helps from about 35-55mm end of the lens" -- is that right?
